Update : A Utah trooper who used a Taser to subdue a stubborn motorist who was walking away from him during a traffic stop felt threatened and acted reasonably, state officials said Friday.
Trooper Jon Gardner remains on leave, primarily for his safety, after numerous anonymous threats were made against him, said Supt. Lance Davenport of the Utah Highway Patrol.
Gardner twice zapped Jared Massey with a Taser when the driver walked away and refused to sign a speeding ticket on Sept. 14. The incident was recorded on Gardner’s dashboard camera. Massey filed a public-records request and posted the video on YouTube, which said it has been viewed more than 1 million times.
“We found that Trooper Gardner’s actions were lawful and reasonable under the circumstances,” Davenport said at a news conference, joined by Scott Duncan, commissioner of the UHP’s parent agency, the Utah Department of Public Safety.
The investigation was conducted by officials in the Department of Public Safety, which oversees the highway patrol. The officials have asked the Utah attorney general’s office to also review the case to determine if laws were broken.

We’ve all been pulled over at some point or another for allegedly “speeding”. I’ve always signed the ticket. When you sign, it isn’t an admission of guilt, it just means that you promise to take care of that shit….by either paying the fine or showing up to court to fight the charges.
Not all states require that you sign the ticket. Utah law says that you have two options as a pig cop. The first option is to write “refused to sign” on the ticket and hand it back to the person and be on your marry way.
The 2nd option is to be a cocksucker and arrest that person. Looks like Trooper Gardner exercised the 2nd option.
Jared Massey learned the hard way back on September 14th. Officer John Gardner pulled his ass over for speeding…..he then writes up a ticket for speeding but Jared decides that he doesn’t want to sign it.
The pig tells Jared to get out of the vehicle and to put his hands behind his back and at the same time whips out his taser. Now, at this point, Jared isn’t doing anything to warrant having Office Cocksucker pull out a taser.
If Jared was smart, he would have just laid on the ground like the control freak told him to do, but instead, he got that ass tasered.
Troopers that carry tasers in Utah must also take a course on how and when to use the devices. They are taught to use them in three circumstances:
The first is when a person is a threat to themselves, an officer or another person; second is in cases where the physical use of force would endanger the person or someone else; and third is when other means of lesser or equal force by the officer has been ineffective.
Looking at the video below, I’m not seeing where this guy warranted being tasered. Time for the State of Utah to open up that checkbook……

An ABC News’ article revealed that the Utah Highway Patrolman with the taser, John Gardner, has a documented history of violence. The Utah Highway Patrol has often turned a blind eye to his previous brutality.
In other words: His career as a police officer is noted for abusive behavior. This was just one of many questionable acts committed by Gardner as a police officer.

here is an interesting point. in most states if someone is runnin or walking AWAY from you, they are classified as “non-threatening” and therefore unreasonable force against them is illegal.
in this case, an officer may argue that a person may be attempting to retrieve a weapon from the vehicle. but this becomes a judgement call. in this case the guy had his wife and child in the car, and did not appear to be “on drugs” (or any other common accusations). he was simply being stubborn and demanded his civil rights. in fact you are not even required to get out of the vehicle without a writ of habeous corpus. as soon as you exit the vehicle you are now technically “under arrest” or “in police custody.
this is becoming more and more transparent. the more a civillian demands their rights, the more a bully wants to take them from you.

I firmly believe in gun ownership. And I am a part-time sheriff deputy who is going into full time within a year. I think this trooper acted without thinking, he should have just written “refused to sign” and let him go. After, his wife and kid were in the car with him and I don’t believe he was a threat. If he was going to arrest him, he should have told him before he got the suspect out of the car. It would have let the suspect know and he would have not walked away from the trooper. Just my 2 cents.

This guy is slime. I lice in Utah and think the cops…I mean pigs here are cocky slime. Every time I hear about one of those dirt bags getting shot or run over doing a traffic stop, I get a warm feeling and a smile. They really are bullies. I enjoy watching the funerals and laugh when I see their pig wives and their piglets cry. Its really funny to see their families suffer instead of the families of their victims. Besides, their slut wives always have a FK buddy they trick into divorce and remarry within a few months anyway. I got a speeding ticket when I was in college and since my budget was so tight I had to miss a semester to pay it. I was only going 10 over. In my opinion, Gardner should have a piano wire wrapped around his pig neck and strangled. It should be televised so everyone can have a good laugh. I think his slut wife and mother (the bitch who raised this pig) should have their stomachs cut open and hanged by their own entrails. His kids ought to be stuffed in a burlap bag and drowned in the river. Not a threat, its a wish that the government had enough of a set of balls to do the right thing and kill this prick, and the destroy the genetic cest pool which he has spawned. Probably like to show his wife whos boss by smacking her around any way before raping his kids. They are better off dead anyway. Little men like Gardner always have something to prove. Compensating for a really little dick. I really hate him.

I’ve ran into my fair share of pigs like John Gardner in my lifetime. Cops like him were either kids who got picked on too much in school and want to take it out on everybody else now that they have some sort of power; or they’re either former school bullies themselves who miss the good ol’ days of harassing the other school children and decide to do it for a living.
I love how he smiles about getting to use his precious taser to the other fat pig at the end of the video. What a loser.
I also love that they found this asshole pig’s behavior to be “lawful and reasonable”. What a joke. Pigs protecting pigs. Happens every day.
Oh, and if Douchebag Gardner is reading this: Why did you tase this kid? Because he was walking away from you? Of course the kid was going to walk away from you. You pulled your taser on him before even telling him he was under arrest. Not to mention that you wouldn’t even tell him how fast he was going. That can only mean one thing. YOU DIDN’T KNOW HOW FAST HE WAS GOING! You damn pig. You probably weren’t even using your radar. Probably just randomly picked someone to give a ticket to to fill your quota for the month.
